The first-sale doctrine as it relates to computer software is an area of legal confusion. On the other hand, if computer software is useful, novel and non-obvious, then it should be eligible for patent protection. A large part of population of different countries will participate in the development of these resources. So, the society need people who can be responsible for the development of new information technologies and those who can be responsible for the maintenance of the information resources. With the development of computer networks, a variety of group activities has been conducted. In all cases involving the use of university computing equipment to develop software that is subsequently marketed, the assumption is that development of such software is clearly related to the author’s instructional, research, or service activities for the university.

Remember that the function of computer software is to perform a specific task you need completed. Decision as to whether any public domain computer software is suitable for accession to the collections rests solely with the Library of Congress. For each module or component of a software project, depreciation should begin when the computer software is ready for its intended use, regardless of whether the software will be placed in service in planned stages that may extend beyond a reporting period. The term computer software is used to designate computer programs, in the broadest sense, and is meant to include users’ manuals and other explanatory material that accompany computer programs, and computerized databases.
